
Fellow, Africa Programme at CARNEGIE ENDOWMENT FOR INTERNATIONAL PEACE
Jane Munga is a fellow at Carnegie Endowment for International Peace.
Her expertise is on Africa’s digital transformation and its enabling
environment. Her research provides insights on how African countries are
posturing themselves through policies and regulations. Her current
research focuses on AI governance in Africa and development of the Africa
Technology Policy Tracker, the first ever continent-wide aggregate of digital
economy laws, policies and regulations in Africa. Before her tenure at
Carnegie, Jane was an Advisor for the Government of Kenya, in the Office
of the Cabinet Secretary for Information Communication and Technology
and an Economic Expert in the National Communications Secretariat,
Kenya. In this role, she led efforts to formulate digital policies aimed at
enhancing Kenya’s digital economy, an effort that resulted in her receiving
the Head of State Commendation from the President of Kenya.
Jane’s work has been published on various academic, policy and media
platforms such as the World Political Review, Deutsche Welle and CGTN
America. Jane actively contributes on issues of digital transformation
globally. She is a member of the International Advisory Body on Submarine
Cable Resilience, established by the International Telecommunication
Union in collaboration with the International Cable Protection Committee
and was a senior advisor to the 2025 International Artificial Intelligence
Safety Report. Jane holds a Doctor of Philosophy in political science and
government and a master’s degree in economics from the University of
Alabama, USA.
